Industrial parks have always been crucial drivers of regional economic growth and industrial restructuring in China, playing a vital role in fostering economic development, innovation, management, and openness. The twin challenges of the COVID-19 pandemic and deglobalization have brought unprecedented difficulties to the development of industrial parks. How to plan for dual circulation and achieve higher-quality, more sustainable development has become a focal point of attention. In response to these challenges, industrial parks across the country are exploring and experimenting with new development paths, transitioning from “park economy” to “community economy,” giving rise to the concept of industrial communities.
